Allan Chang serves as technical manager of the complex fuels refinery in El Segundo, California, where he leads a large, multidisciplinary engineering organization supporting the safe, reliable operation of one of the West Coast’s major energy facilities. The El Segundo Refinery produces gasoline, diesel and jet fuel, which mobilizes people, commerce and communities across the Southwestern United States.
With more than 25 years of experience in the oil and gas industry, Chang brings a distinctive combination of technical expertise, strategic thinking and global market perspective. He specializes in molecular management, supply chain optimization and asset strategy, with a career spanning the U.S. Midwest, Gulf Coast and West Coast, as well as Canada and the Asia Pacific region. These experiences have shaped his understanding of global commodity markets and the complex connections between markets, molecules and manufacturing.
At the heart of Chang’s leadership is a passion for people and performance. He is committed to developing strong teams, bringing diverse disciplines together and translating complex challenges into thoughtful strategies that position the business for long-term success.
Chang holds a bachelor’s degree in chemical engineering from the University of Illinois Urbana-Champaign.
